The Global War on Terrorism, specifically Operation Iraqi Freedom and Operation Enduring Freedom, is still a relatively new type of warfare; the war is being fought on a non-linear battlefield and the enemy is constantly changing their tactics and techniques. After quickly and decisively crushing the enemy in Afghanistan and Iraq, U.S. military forces found themselves engaged in missions that were not supported by their doctrine, their training, or their resources. Missions that often times involved some phase of information operations. Because of these issues, commanders were unwilling or unable to fully engage in information operations.
