The United States can not win the Global War on Terrorism (GWOT) alone and requires a comprehensive national approach to achieving cooperation from other nation-states in pursuit of its goals. The United States has been engaged in the GWOT for over six years. During this time, the United States initially applied a unilateralist approach, but they had to reverse this decision. The United States has been building friendships with many nation-states over the last 50 years through international organizations and through various treaties and agreements. The United States exerts all elements of national power to develop a coalition and the State Department plays a significant role in this process.
