Interrogation to Torture: Where Is the Line, When Do You Cross It? When authorities interview prisoners of war or military detainees they rarely just question them, they interrogate them. If we intend to use torture, a framework to guide, limit, direct, and train a program of torture is essential. Also, that framework must contain a plan to deal with the inevitable consequences of such a program.
