In our military careers, sometimes the hardest decisions leaders make are not between the right and wrong, but between the shades of right. Believing in the best interest of the Nation and the Army, CSM Wood feels that COA "C" upholds ALL of the Army Values. The primary Army Value represented here is loyalty. CSM Wood believes that SGT Smith has shown complete loyalty to the Nation, the Army and his Soldiers to this point in his career and is ready now, for the promotion to Staff Sergeant. CSM Wood determined that the Organization will now have an opportunity, if so chosen, to show loyalty back to SGT Smith, based on their decision to promote him or not.
