As far as I know, there is not an Army regulation in place which covers perception. The dictionary defines perception as "a mental image", "an observation", and "a quick, acute, and intuitive cognition". Regardless of what is called, perception is linked to negative results. Many times we think that perception is an unethical thing or reasoning. FM 22-100 (Army Leadership) covers ethics climate and character building but not perception. It states that "beliefs provide the basis for personal values; values are moral beliefs that shape a person's behavior." Many NCOs have ended their careers because of perception. In some cases the information was substantiated and in others it was not.
