The counterinsurgency campaigns of the United States in the Philippines from 1902 - 1913 and France in Algeria from 1954 - 1962 share common factors of success and failure. Successful counterinsurgency operations are characterized by three critical factors: local support of the government, external support of the insurgents, and security of the populace that influences the tactical success and strategic goals of the legitimate government. This paper will compare and contrast the two counterinsurgency campaigns and provide insight on how they relate to today's Global War on Terrorism.
