Following successful implementation and balance of policies of Attraction and Chastisement leads to affective counterinsurgency campaigns. The effective use of tactical strategies sets conditions for success. A balance of demonstrating good intentions and controlling the insurgents is paramount for success. Understanding the need for the correct balance between policies of attraction and chastisement is crucial to the success and/or failure of any counterinsurgency campaign. The military has much to learn from our past and present campaigns. Fortunately, the flexibility of the military doctrine can develop techniques to solve specific battle field problems. Learning and adapting to tactical situations generally takes place at lower levels. Rarely did the higher echelons dictate new tactics; they focus on providing ideas and information and then hold commanders responsible for results.
