The death of a soldier at Fort Campbell, Kentucky in the summer of 1999 was the impetus for the Army to further define its policy towards homosexual service members. This tragic event suggests that command emphasis and training can profoundly impact a unit's climate of tolerance. Army leaders have a responsibility to foster a climate of tolerance within their units. Information programs that train soldiers to respect individual differences will achieve that end and prevent events similar to what happened at Fort Campbell. Homosexual behavior is illegal in the United States military and contrary to the mainstream values that are embraced by the society it serves. The Army is not a social laboratory. Efforts to acclimatize soldiers to a segment of the population that is not entitled to serve will have a negative impact on the morale and discipline of the force.
