This document (AR 145-2 C4) change establishes mobilization procedures, makes provisions for the establishment of JROTC/NDCC units in the oversea command, deletes the requirements for high schools and military institutions to host Army bands, and allows NDCC cadets to wear the cadet uniform. In addition, it authorizes the use of the Army Recruiting Command award and allows the commercial transportation of cadets going to and from camp to be financially supported by other institutions. Chapters include unit organization and administration, cadet/student administration, uniforms/insignia/awards, education, and program support.
