This paper illustrates how attack upon cities is certain to affect to a greater or less extent the morale of the population. An educated public would be least likely to become panic stricken and should be able to withstand, with some degree of composure, hardships and dangers, which, if they were uninformed, might tend to throw them completely off balance, render them quite unruly, and cause much confusion and disorder.
