This study is a consideration of the employment of balloons and balloon observation by the American First Army in the Meuse-Argonne offensive. Topics include background on balloon observation (prior to the World War and early training), shortage of personnel, allotment of squadrons, allotment within corps, missions of balloon squadrons, observation of fire, artillery surveillance, collection of information, operations, differences from present policy, enemy air activities, and the relation between balloon and combat elements.
