Three pillars of national activity in cyberspace are the governance, economic, and security which covers national security and national defense. Cyberspace, which mostly links to Information and Communication Technologies (ICTs), has significant roles in leveraging Indonesia national objectives and protecting national interests. However, this virtual world provides enormous threats in national and international levels that could deter those achievements. Those threats cause the three pillars vulnerable before they are effectively sustained and tailored to achieve national objectives. Cyber resilience capacity and capability are the primary requirements to solve those issues enabled by the existing of National Cyber Security Strategy and National Cyber Security Agency. The government is the primary means in achieving the National Cyber Security Strategy's objectives; however, the interoperability interagency is assumed to be the prominent challenge. This thesis seeks to gain how these three pillars can be tailored, to achieve a national comprehensive approach by creating an interoperability interagency system, to leverage national cyber resilience capacity and capability.
