Además de las misiones propias a la defensa y seguridad nacional, muchos gobiernos delegan en sus Fuerzas Armadas actividades de ingeniería importantes para el desarrollo y el bienestar nacional. El arma técnica de los Ingenieros Militares juega un papel principal en estas tareas. Analizando la situación actual en Honduras, vemos que unidades de ingeniería han ejecutado obras públicas que han generado grandes beneficio en algunas regiones del país. Esto nos lleva proponerle a las autoridades competentes la creación de un Cuerpo de Ingenieros Militares capaz de planificar, organizar, ejecutar y controlar las obras de ingeniería que se requieran para la mejora de la infraestructura nacional. Esta tesis provee un análisis de las Fortalezas, Oportunidades, Debilidades y Amenazas (FODA) que conlleva la creación de dicho cuerpo. Se consideran también las opiniones profesionales de personas entendidas en el tema para conocer la percepción que se proyecta en la ciudadanía con estas iniciativas así como establecer las estrategias pertinentes para el desarrollo y ejecución de las obras necesarias a nivel nacional. In addition to their proper functions of ensuring national defense and national security, many governments rely on their Armed Forces to execute engineering projects that are important to national development and well-being. The technical branch of Military Engineers plays an important role in these tasks. An analysis of the present situation in Honduras reveals that engineering units have constructed public works that have been very beneficial to certain regions of the country. This leads us to propose to the competent authorities the creation of a Corps of Military Engineers capable of planning, organizing, executing, and maintaining those engineering projects needed to enhance the national infrastructure. This thesis provides an analysis of the Strengths, Weaknesses, Opportunities, and Threats (SWOT) that must be considered in creating such a corps. Also considered are the professional opinions of knowledgeable persons in order to understand the public perceptions of such an initiative among the citizenry and to establish the proper strategy for the development of projects at the national level.
