Eighth Army's place in the occupation of Japan, and its operations during the first year, have been described in volumes I and II. Volume III of this series reviews the history of the Army's operations during the second year of the occupation, up to the end of 1947. The material to be included in volume III was organized into three broad categories: activities of headquarters staff sections and other agencies which reflect no major changes in the stress or pattern of affairs as previously reported; programs which have acquired new significance or increased importance in the period of the report, and which merit more detailed coverage; and activities or programs which have developed in importance at any time since the beginning of the occupation but which, because of time or personal limitations, have not been adequately covered in past reviews, are presented in full in this volume.
