In brief, the directive requested a recommendation by the Superintendent, United States Military Academy, on the organization, composition, and strength of a postwar academy or academies which will insure graduates qualified to enter the permanent military establishment in the lowest commissioned grade with a thorough basic education, with developed leadership qualities, and with high standards of duty, integrity, and character. The reports of the Commanding Generals, Army Ground Forces and Army Air Forces, and the letter from Colonel Jackson represent opinions on this subject.
