A need exists for review of the Army's divisional organizations to determine their adequacy to meet the requirements of the coming decade. In a broad sense, this need stems from continual changes in the world situation, in the nature of modern warfare, and in the equipment made available by modern technology. In view of this, it was directed that a study be undertaken as a matter of priority to develop the optimum infantry, mechanized and armored division organizations for the 1961-65 period. This document contains "Substance of briefing for General Powell" from December 1960, organizational principles, planning schedule, additional guidance, assumptions, and criteria, as well as charts.
