From Preface: In the Vietnamese conflict, as in previous military conflicts, the strategic and tactical sides are completely covered in numerous documents and command histories. Similarly, the Vietnamization and Pacification Programs are well-chronicled. There is, however, one aspect of command that, because of its privileged nature, is not well known and is frequently misunderstood. It is the conglomerate of checks and balances available to the Commander n the exercise of command - the foremost of which is the Inspector General. The Inspector General System, as it developed in Vietnam, is an exponent of the demands of MACV's unique activities and relationships. It evolved over a period of approximately eight years in response to the expanding role of the MACV Inspector General as initiated by General Westmoreland in 1964. It was further developed through an evolutionary process to meet General Abram's requirements for independent appraisals and unbiased, factual information concerning command effectiveness. This brief history is an effort to compile significant information pertaining to the role of the MACV Inspector General that can be released. Narrated in this historical document are two paramount facets of this activity. 1. The development of a comprehensive Inspector General System within MACV. 2. The establishment of an effective Inspector General System in the Republic of Vietnam Armed Forces.
