From Chapter I. Mission, Organization and Reorganization: Readiness Group Puerto Rico (RGPR) is a subordinate unit of Second United States Army, which is headquartered at Fort Gillem, Georgia. RGPR supports the United States Army Reserve and Army National Guard of Puerto Rico as well as the U.S. Virgin Islands Army National Guard. RGPR support to all Reserve Component units is directed towards improving and maintaining unit mobilization readiness levels in accordance with Department of Defense missions. -- From Chapter V. Current Operations: During the final month of FY 90 Readiness Group Puerto Rico made the transition from its peace time mission of training assistance to a more encompassing wartime mission of training and validation of RC units deploying in support of Operation Desert Shield. RGPR quickly task organized to provide assistance and validation of units as part of the Mob Station command. -- After the first increment of units had deployed it was evident that Fort Buchanan lacked the assets to staff the Mob Site and the garrison for a sustained period of time. Because of the selected mobilization order, personnel from Reserve Forces were not mobilized to support TDA requirements except on a volunteer basis as money was available. RGPR therefore volunteered to fill the void, and run the Mob Site at Camp Santiago with some augmentation from the Fort Buchanan garrison staff. In doing so, RGPR not only far exceeded its normal mission requirements but assumed a role in mobilization not matched by another RG anywhere in the Army.
