From Commander's Summary: The 311th Theater Signal Command was activated on 16 June 1996. Our first annual historical review for the period 1 October 1995 through 30 September 1996, reflected the activities of our transition from the National Guard and subsequent activation as a United States Army Reserve Signal Command. The second historical review, 1 October 1996 through 31 December 1997, presented those initiatives that further refined the unit's capabilities and defined the requirements for successfully accomplishing our mission. It summarized actions which strengthened unit cohesiveness, institutionalized operating procedures, adapted technology advancements and improved efficiency at the command headquarters at Fort Meade, Maryland, as well as our two forward-stationed cells in Hawaii and Korea. The current 1998 annual review illustrates the integration of the 311th Theater Signal Command into the communications support networks of the technically diverse signal community.
