From the 1983 supplement: Preface: The CAPSTONE program and the USAREUR mobilization mission received increased emphasis during the year. Designation as a direct deployment unit also required extensive planning and preparation during the year. The 412th is the first Reserve unit to establish a forward element or to be designated for direct deployment. The Command also continued its transition of being assigned to the First U.S. Army at Fort Meade, Maryland, and being changed over to the Second U.S. Army at Fort Gillem, Georgia.
