From 1991 supplement: Desert Shield/Storm: The 353d Civil Affairs Command became involved in Desert Shield/Storm in December, 1990, when 35 of its members were cross-leveled to 304th Civil Affairs GP, 354th Civil Affairs BDE, 1st Civil Affairs CO and 432d Civil Affairs CO. In April 1991, the 353d became involved in Operation Provide Comfort. Brig. General Donald Campbell led nine Reservists to the Turkey-Northern Iraq border to participate in the Kurdish refugees program. For their service in these operations several members of the unit have received medals and decorations. Among them were the Bronze Star, several Army Commendation Medals, and Joint Services Medals. From 1988 supplement: I. Organization and Mission, 4. The primary mission of this Command is Civil Affairs/CIMIC support at the theater army level. This is accomplished by: a. Reducing civilian interference in combat operations -- b. Procuring needed goods and services from local area and host nation agencies -- c. Fulfilling the commander's legal and moral obligations to the civilian community. From 1990 supplement: Overview: The 353d has six subordinate units in its peacetime chain of command: 358th CA Brigade; 416 CA Company; 401st CA Company; 402d CA Company; 411th CA Company; and 443d CA Company. -- Desert Shield: Desert Shield began in FY 1990 but did not have a significant impact on the 353d Civil Affairs Command until FY 1991.
