From 1990 supplement: Section I. Introduction: The 313th Support Center was formally activated on 16 January 1989, having begun life one month before at the 7th US Army Reserve Command (ARCOM) with the assignment of its first officers and soldiers. At the beginning of 1990, the unit strength stood at 24 officers and soldiers, which is 100 percent of the wartime required strength. One year later, on 1 January 1991, the unit strength had reached 34 officers and soldiers, or 166 percent of its wartime required strength, with five pending losses. -- Section II. Chronology: With the close of the year, the 313th Support Center draws closer together, as the prospect of war looms on the horizon. Although individual beliefs and opinions differ, most person in the unit think that the unit will be mobilized if war breaks out in Saudi Arabia, and if the unit is mobilized, then there is an even 50-50 chance of being deployed to the war zone. The deployment of the 21st TAACOM's Conus Augmentation to Saudi Arabia, of which this unit is a functional part of its Security, Plans, and Operations Division, gives serious thought to the reality of possible deployment. This unit is the only TAACOM RTOC in the US Army, and as such, is likely to be needed. Only time will tell if the unit is truly needed. From 1992 supplement: This supplement to the history of the 313th Support Center (RTOC) cover the year 1992. Although officially titled as a Support Center, this proved confusing during numerous exercises with the Headquarters, 21st TAACOM, which supports a number of logistics oriented "support centers." Thus, in April 1992, the name of the unit was unofficially changed to Rear Tactical Operations Center, in hopes of reducing the confusion about the role of the unit. Unit is located at Panzer Kaserne, Kaiserslautern, West Germany.
