From the 1991 supplement (page 2): Buildup for Operation Desert Shield/Desert Storm held the attention of the world as well as the 311th COSCOM. Preparation for the conflict set in motion an aggressive action for deployment. All practiced preparation for mobilization became a reality for troops anticipating a real war. The 311th COSCOM was to relieve the 1st COSCOM during a sustained conflict. At the conclusion of the conflict, the 311th COSCOM realized that it would not be deployed. The war had caused it to become battle ready and to be prepared in the years to come.
