From 1978 Commander's Assessment: Fiscal Year 1978 was characterized as a year in which the 7th Infantry Division achieved a considerable expansion in professional competence and capability and in organizational strength and structure, while experiencing a high degree of personnel and structural turbulence. A major and continuing problem throughout the Division, affecting both its training and mission capability, has been the critical personnel shortages in combat and combat support units.
