From Introduction: In the following report of the operations in these areas, it has been found expedient, for the sake of clarity, to treat each operation separately. However, it should be borne in mid that they are, in actuality, two parts of a single tactical maneuver designed to: (1) secure and consolidate our hold in the southwest Philippines and close Philippine waters to hostile shipping; (2) enable us to sever Japanese communications by means of naval and aerial harassment from southwest Philippine bases and airdromes, thereby isolating the enemy garrisons in the Netherlands East Indies. The three areas of Palawan, Zamboanga, and Sulu, therefore, played complementary roles in the overall plan for the liberation of the Philippines and, ultimately, the destruction of the Japanese Empire.
