This file contains seven (7) memorandums from March - September 1944 regarding assignments of Italian Service Units (ISU) to installations around the United States. Italian Prisoners of War (POW) volunteered to serve in the ISU and an American Administrative Detachment was assigned to each ISU. Italian Service Units were sent to places with a shortage of labor. “The providing of all American personnel for Italian Service Units is the responsibility of the Service Commander.” “The general consensus of opinion regarding the ISU personnel is that they replace civilian labor on a 1 to 1 basis. A few of the Technical Service (TC, Engr, and Signal) use this personnel to replace enlisted men at approximately the same ratio. There is apparently no true basis used in computing the relative value of ISU’s vs enlisted or civilian personnel, as most of the answers received are stated to be approximations or personal opinions.
