Although dated March 2, 1967, the letter of February 14, 1967 (No. 2708, also attached), covering salaries for rural mid-wives, is to be considered an annex to Basic Memorandum No. 29; No. 30 pertains to the implementation of the Agricultural Credit Program for Ap Doi Moi in 1967.
