"Divided into four parts - statement of objective, statement of problem, development of program, and evaluation of program - this study deals with the War Department project for loyalty screening of Japanese American citizens prior to entry into military service. Inaugurated in January 1943 in the Office of the ACS, G-2, War Department General Staff, the program was transferred together with all personnel and records to the Provost Marshal General in July 1944. this monograph covers the history of the operation under both agencies. The study has considerably broader scope than the title suggests. It is, in fact, a comprehensive account of the War Department policy toward the Military employment of American citizens of Japanese ancestry." - Memorandum by Review Section, Historical Division, War Department Special Staff dated 28 January 1946.
