"The Military Government Training Program, administered by the Office of the Provost Marshal General, was a World War II program which sought to prepare United States Army officers for civil administrative duties in countries to be occupied by U.S. Forces . Although U.S. Armies had administered some military governments prior to this time, this was the first attempt by the Army to prepare its officers for such roles. The program prepare officers for both the European and Far Eastern Theaters. Civil Affairs Training Schools were established at several universities, including Harvard, Yale, Chicago, Stanford, Wisconsin, Northwestern, Western Reserve, Pittsburgh, Boston, and Michigan. In addition to a history and evaluation of the program, the manuscript includes course materials used, lists of lecturers and lectures, occasionally full texts of lectures given, and rosters of officer participants." - memorandum by The Library of Congress dated December 1975.
