"This volume deals with the loyalty investigations program, and includes the investigations carried out to check the loyalty of civilians employed by the War Department, by the war industry, and the loyalty of certain military personnel. Other agencies in and out of the War Department were involved in the larger program of making loyalty checks, and the present study related only to that phase of it under the supervision of The Provost Marshal General. Actual operations and investigations were carried out by agents under the control of the service commands. The Provost Marshal General acted as the staff agency which established policy, procedure, and jurisdiction, and coordinated the program with other agencies." - memorandum by Review Section, Historical Division, War Department Special Staff dated 31 January 1946.
