"The exigencies of war production not infrequently raised problems involving the amendment of State labor legislation. These problems came under the jurisdiction of government agencies, primarily concerned with manpower. However, other departments directly involved, such as the War and Navy Departments, were also represented in handling requests for relaxation of labor standards, and this paper relates the contribution which the Industrial Personnel Division made in representing the War Department point of view.
