Introduction: "The enclosed preliminary historical monograph, "Mobilization of a Two Division National Guard Force - 1961," has been prepared by two historians of this office in a relatively short period of time and somewhat closely after the events. It covers only one phase of those build-up actions taken by the U.S. Army to increase its readiness during 1961 in response to increasing Communist belligerence. The focus of this preliminary monograph is primarily on the actions taken by Headquarters, Department of the Army but, whenever possible, the guidance and direction furnished by higher authority is also set forth.
