From Foreword: The accompanying report, "Economic Preparation and Conduct of War under the Nazi Regime," was prepared by Dr. Frank Graham of Princeton University and Lt. Col. J.J. Scanlon, formerly of the Office of the Director of Materiel, Army Service Forces. Dr. Graham and Lt. Col. Scanlon were members for a special War Department Historical Commission sent to Germany in July 1945 to conduct interrogations, along historical lines, of high-ranking Nazi leaders held as prisoners of war by the U.S. Army. The report is a statement of their conclusions based upon the results of interrogations of leading figures in the German war economy. The conclusions and opinions expressed have been reached independently by the investigators and are not expressions of official War Department views.
