"It was difficult to select a title that is entirely suitable for the contents of the book. For want of a better title the present one was chosen, but in full realization that the subject is not as exhaustively treated as the title may imply. Of one thing the author is quite certain, however: the contents of the study are of vital significance to the origins of U.S. Army Civil Affairs - Military Government (CAMG) doctrine, incomplete though the treatment of the subject may be. The formulation of CAMG doctrine is considered only through 1943, at which time the Joint Army and Navy Manual of Civil Affairs had only just been completed and printed. This manual became the basic guide for CAMG activities in World War II. The growth of CAMG doctrine that resulted from the several tremendous occupations of World War II after 1943 is not encompassed in the study, though in the final section of the last chapter a summation of the more significant developments in CAMG since 1943 has been included." -- Preface.
