From Foreword: Planning for the conquest of North and Northwest Africa was begun without specific commitments -- or at least written commitments -- from the British and American governments. The heads of the two governments and the General Staffs of the two governments agreed only in this: that the conquest was desirable and that it must be consummated with the utmost haste.
