From page 1: Under the National Defense Act of 1920, the supervision of the procurement of all military supplies and other business of the War Department pertaining thereto had been charted to The Assistant Secretary of War. At the opening of the emergency, this basic responsibility was executed by the Current Procurement Branch and the Planning Branch in the Office of The Assistant Secretary of War.
