The problem was to determine the feasibility of establishing a primary care physician system in the outpatient clinics of Ben Taub General Hospital, Harris County Hospital District, Houston, Texas. Data for this paper was obtained from personal observations of the operation of the outpatient clinics at Ben Taub Hospital, unstructured interviews with staff members, a review of the literature, and a review of hospital publications and correspondence pertaining to the operation of the outpatient clinics. The study concluded that the establishment of such a system was not currently feasible within existing organizational structure, philosophy, and resources, and recommended that the present system for delivery of ambulatory care be continued unchanged.
