"The purpose of this evaluation is to: 1) examine the total requirements for Army transportation in SVN. 2) determine the resources necessary to satisfy the requirements. 3) develop the organization and command structure through which the resources can best be employed. 4) establish criteria against which the performance of Army transportation units can be measured."
