Executive summary of a study that outlines a strategy for screening potential highway research areas to identify the most promising for a national program and thereby identifies six priority areas where a concerted research effort can produce major innovations that will increase the productivity and safety of the nation's highway system: asphalt, long-term pavement performance, maintenance cost-effectiveness, protection of concrete bridge components, cement and concrete in highway pavements and structures, and chemical control of snow and ice on highways.
