This document, prepared by the Office of the Chief of Transportation, discusses transportation via ocean, rail, highways, and others, along with issues regarding storage. The purpose of this monograph is to outline the operating relationships of the War Department, through the Office of the Chief of Transportation, with all of the regular and emergency civilian government agencies who might have a secondary but vital interest in transportation. The War Shipping Administration (WSA) was established in February 1942 and is a constant topic within this paper. There are seven annexes covering executive orders, a memorandum covering the inter-departmental relationship between the Army and the WSA, transactions between the War Department and the WSA (cargos, passengers and supplies and services), water transportation, and ocean transportation of personnel under the mutual aid and lend-lease arrangements.
