In this historical summary, an effort has been made to present briefly the conditions existing at the New York Port of Embarkation during the period of transition from peacetime operations to the period of preparation for meeting the demands of an approaching war. This historical summary, written in July of 1943, presents many facts pertaining to an earlier period, but written in the light of later years. The principal purpose of this report is to clearly state the actual accomplishments of the Port. The historical summary is solely for the purpose of giving a fair idea of conditions existing in the year 1940. Topics include the movements of personnel (departures and arrivals) by water, and movements of freight going outbound and inbound by Army transport service.
