The civil disturbance operations of 4-17 April 1968 produced a large number of observations by military commanders at all levels, indicating that certain new problems had arisen, while others experienced in 1967 tended to recur. The observations made on the April 1968 riots constitute a significant body of information that should be made available to all agencies for planning and increasing their capabilities to respond to civil disorders.
