Access is restricted. Provides background information necessary for a program director to fulfill his responsibility for basic resource management. Focus of this course is on financial management, the scope extends to manpower and materiel. Current Army systems to aid in allocation of scarce resources are examined. Management decisions made by Army managers at varying levels of responsibility are analyzed. Procedures to facilitate equitable resource allocation are discussed. Course contents: Meeting 1, Introduction to requirements budgeting; Meeting 2, TDA organization and requirements formulation; Meeting 3, MTOE organizations and requirements formulation; Meeting 4, Manpower formulation and zero-base budgeting management technique; Meeting 5, Requirements constraints and formulation review process; Meeting 6, TDA budget execution and STANFINS; Meeting 7, MTOE budget execution and TUFMIS; Meeting 8, Formulation and execution: MACOM's, DA, DOD; Meeting 9, Special tools and procedures; and Meeting 10, Examination and critique.
