A (valuable) contribution to the qualitative theory, and not to numerical methods of optimal control. Since it only "presumes some knowledge of calculus, ordinary differential equations and matrix algebra" it will be easily accessible and should be of interest to anyone working on optimal control of nonlinear ordinary differential equations.
