The paper begins with a brief analysis of the evolution of the Angolan and Namibian conflicts: How they began as separate, local affairs and later became internationalized, and eventually intertwined. Chapter II examines the shifting terms of the Angolan War in 1987-8, and how this impacted on the peace negotiations. It then analyses the peace talks and the reasons for their successful conclusion. Chapter III discusses the implementation of the accords and the birth pains of Namibia's new constituion and government. Chapter IV analyses the impact of the accords on Angola, Namibia and South Africa, and the challenges they have posed for their leaders in the 1990s. The study concludes with an assessment of the outlook for the region in light of the dramatic changes that have occurred there since 1988.
