This paper concentrates on the new factors, among them the Soviet Union's deployments, the willingness of the super-powers to undertake deep cuts in nuclear weapons, and the burgeoning interest in conventional war-fighting strategies. It examines the utility of cruise missiles in this environment, and the role that the arms-control process can play in both preserving any such utility and constraining their potential to destabilize the East-West balance.
