This paper will address several major issues. First, it will analyse South Africa's so-called 'destabilization policy'. What gave rise to it? What were its objectives and results? What does it imply for future South African policy towards the region? Second, it will examine the critical sources of conflict between South Africa and its neighbors, and how relations amond regional states have been affected by the recent accords and subsequent developments. Finally, it will assess the prospects for conflict and detente in the region and the implications for Western security interests.
