One should distinguish between a propaganda which aims to supplement ignorance and illiteracy, pending the overcoming of these handicaps by intelligent behavior, and a propaganda based on the intent to continue these handicaps indefinitely through the control and suppression of the normal channels of public opinion. One must distinguish also between short and long range propaganda.
