Transcript of lecture given by General Tasker H. Bliss, U.S. Army Ret. “The Supreme War Council” presented at The Army War College, Washington, D.C., May 22, 1929. He states “…in doing this I shall speak, more than I usually do from the purely personal point of view, because I want to make clear my own conception of this Council, its origin, functions and actual general operation.” During World War I, The Supreme War Council was created / approved by the Allied war leaders at the Rapallo Conference (Rapallo, Italy) in November 1917. General Bliss, U.S. Army, was sent as the Permanent Military Representative for The Supreme War Council.
