"The Procedures Section of the IPD was responsible for developing the necessary mechanics for hiring and firing civilian employees in ASF. The Section prescribed and supervised personnel office procedures, prepared and issued manual for guidance, installed personnel sections in ASF headquarters and field installations, trained people for personnel duties, and in general acted as consultant to the many personnel offices in ASF.
